FuelPanel

The first OverHead (OH) panel coming up is the internals of the FuelPanel. Main reason is to get a real test of
the homemade OpenCockpits USBLcd interface and why not use it for this panel.
At the same time I did some SIOC coding to get the Fuel Temperatur to work more closely to the
real values than in the Level-D B767 "code".
The code will show up later....
